What is a Waste Management Plan?

A Waste Management Plan must be submitted with a Development Application. It outlines the proposed methods for managing waste generated during demolition; construction and on-going operations of the development.

A Waste Management Plan for the demolition and construction stages must include:

  1. Include the estimates of types quantities of waste to be generated during both demolition and construction activities, classified in accordance with the NSW EPA’s Waste Classification Guideline.
  2. Provide the methods and processes to maximise resource recovery and promote waste minimisation during construction and demolition. This must include the details of all proposed contractors used for waste management, resource recovery and disposal of the demolition and construction wastes of each type.

A Waste Management Plan for the ongoing operations must include: 

  • Estimated volume of each waste stream generated during ongoing operation from residential and/or commercial parts of the development, including general waste, commingled recycling, organics, bulky waste, and other types of waste when relevant.
  • Waste storage areas, waste management systems and equipment, waste disposal facilities and their usability for occupiers.
  • Bin relocation and waste collection arrangements, provisions for Council collection vehicles, and proposed collection methods and locations.
  • On-site waste management processes and procedures, such as resource recovery, litter management, hygiene and bin washing, safety measures and Strata and Building Management responsibilities.

Arrangements outlined within a Waste Management Plan must be displayed on and supported by Architectural Drawings submitted to Council as part of a Development Application.

All development applications must comply with Georges River Council Development Control Plans (GRC DCP); for waste management requirements refer to GRC DCP Appendix 4 Waste Management.

Waste management provisions that are not outlined in the GRC DCP will be outlined within the latest edition of NSW EPA's Better Practice Guide for Resource Recovery in Residential Developments and all applicants are required to comply with the requirements in the GRC DCP and the NSW EPA’s Guides.
 

Waste Management Plan Format and Requirements

Some applicants can complete a simplified Waste Management Plan using the Waste Management Plan Template. This is acceptable for certain types of developments only.

Arrangements outlined within a Waste Management Plan must be displayed on and supported by Architectural Drawings submitted to Council as part of a Development Application.   • Generation Rates

    Generation Rates

    The following minimum generation rates must be used for any residential development within a Waste Management Plan.

    • 120L general waste produced per unit per week.

    • 120L commingled recycling produced per unit per week.

    • at least 96L of organics produced per unit per week.

    Storage for additional paper and cardboard bins must be enabled at all developments with 50 or more units, at the ratio of at least 1 x 660L bin for every 50 units.

    Rotational (additional) bins should be provided for each chute discharge point in the development. These bins will remain under chute during waste collection services.

    Depending on the design and size of the development, additional waste volume may be required. Please consult with Council to confirm specific requirements for your proposed development. The final bin numbers are always rounded up in the bin calculations.

    The NSW State Government has recently mandated the implementation of separate Food Organics and Garden Organics (FOGO) collection services for all residential properties in NSW. All new developments must include provisions for FOGO waste services for every residential dwelling.

    For waste generation rates and specific waste requirements for commercial and industrial components in a new development, refer to the NSW EPA’s Better Practice Guide for Resource Recovery in Residential Developments (for commercial comportments in mixed-use developments) and EPA’s Better Practice Guidelines for Waste Management and Recycling in Commercial and Industrial Facilities (for for non-residential developments).

    Waste Management Plan must show the proposed use of each non-residential premise and applicable bin calculation methods based on the expected waste generation rates and the applicable guidelines.

  • Bin Collection Service Requirements

    * Smaller sized Organics bins can be provided by the Developer, Owners/Strata to be placed on each occupied floor to satisfy organics waste disposal requirements if bin volumes are sufficient to cover at least 2 days’ worth of organics waste for each unit at a ratio of 13.57L per unit, per day. The design and size of those bins can differ; however, they must have green lids and be clearly marked for FOGO waste. 

    he Developer must submit the bin specifications with the Development Application to the Council for approval. Strata Managers/Owners will be responsible for bin rotation and hygiene. The bins will need to be emptied into 240L Council bins before collection services.

    Single and dual occupancy developments must self-present the bins and bulky waste to the approved collection point to enable waste collection.

    Multi-unit residential developments can propose one of the following waste collection options:

    1. On-site collection from a ground-level loading area with access to a bin and waste storage area.

    2. Wheel Out Wheel Back service from ground-level bin storage area with provision of access for Council waste collection contractors.

    Council waste contractors are unable to travel to basement areas to access waste and bin storage areas. All waste and bin storage areas must be on the ground floor and within 15 metres of the collection point if 240L bins are used or 5 metres of the collection point if 660L or 1100L bins are used.

    The surface grades must be appropriate for waste vehicle operations and movement of bins. Please refer to Development Control Plans and the NSW EPA’s Better Practice Guide for Resource Recovery in Residential Developments.

  • Onsite Waste Separation  

    All developments in the Georges River Council Local Government Area are obligated to source-separate and appropriately dispose of all material generated at the development.

    The following options of residential waste disposal systems are accepted by Council for multi-unit developments.

    For General waste and recycling streams:


    For the Food Organics and Garden Organics (FOGO) waste stream.

    • A chute system suitable for Food Organics and Garden Organics waste (in addition to chute systems for general waste and recycling waste). The developer must confirm with the manufacturer the appropriate technology and specifications of the system for FOGO waste and include all details and documentation in a Waste Management Plan.

    • The storage of at least 2 days’ worth of organics waste on each occupied floor at a ratio of 3.57L per unit, per day. The mobile garbage bins are to be rotated with empty bins daily by the managing body.

    • The storage of one week’s worth of organics in a central bin storage area on the ground floor that is easily and safely accessible for all residents (for developments with three or fewer levels only).

    Bin storage areas must be secured and structurally separated from other parts of the development. The chute discharge area and any other mechanical parts of waste management equipment must be not accessible to the residents for safety reasons.

  • Waste Collection Vehicle Access

    All residential developments must comply with the design requirements enabling operation of Council waste collection services. For large or mixed-use developments and for developments proposed on main roads or within CBD areas, onsite collections are required.

    Applicants should ensure height clearance of at least 4 metres can be provided, allowing for vehicle length of at least 10.5 metres and a width of at least 2.5 metres to perform waste collections. Waste collection vehicles must be able to enter and exit the site in a forward motion.

    Architectural Plans must reflect the standing location of the vehicle while servicing the bins and the vehicle swept path diagrams.

    Commercial and industrial components of developments can propose design requirements enabling private waste collection services or Council commercial waste collection services. Private waste collection services are to occur entirely within the confines of private property with bins or waste originating from commercial tenants prohibited from being placed on Council land.

    Residential and commercial waste within any one development can be collected from a single collection point with submission of a Loading Dock Management Plan (or similar) to ensure waste services are not provided concurrently by different providers if space is limited.

  • Bulky Waste Storage

    For bulky waste storage, the minimum storage requirements are as follows:

    • Up to 20 units: a minimum of 4m2

    • From 21 to 50 units: a minimum size of 10m2

    • From 51 to 100 units: a minimum size of 16m2

    • Over 100 units: a minimum of 16m2 + 2m2 per 50 additional units above 150 units (or part thereof). 

    Additional space must be provided for residential special waste streams such as electrical waste, polystyrene and textile waste in all developments of 20 or more units.

    • From 20 to 50 units: a minimum of 4m2

    • Over 51 units: a minimum of 8m2.

    Bulky waste storage must be secured and structurally separated from bins storage area and other parts of the development. Bulky waste storage must be located on the ground floor of a development, within metres of the collection point. Basement storage of bulky waste is not supported due to access issues.

  • Commercial Waste

    Any developments containing commercial tenancies must ensure residential waste storage areas are separated and secured, to prevent access by commercial tenants. Commercial tenants are prohibited from accessing residential bins and waste storage areas.

    Commercial waste can be collected by private waste contractors or Council’s waste collection contractors (subject of service availability). Private waste collection services are to occur entirely within the confines of private property with bins and any waste originating from commercial tenants prohibited from being placed on Council land.
